At a Glance

  1. The EWR is only applicable for utility companies that are responding to the loss of a vital service.

  2. ONLY approved utility companies will be allowed to submit an Emergency Work Request (EWR) through TOPS. If you require approval for this type of service you must be registered as a Business/Organization and make a request to the Public Space Regulation Administration (PSRA) at 202-442-4670.

  3. Unlike permit applications, no review or fees are associated with an EWR; however, if work is performed, you must apply for a permit within 72 hours after notifying DDOT of the emergency via the EWR.

  4. You can print the emergency work authorization letter immediately from TOPS to commence the emergency work.

  5. You can edit and change the EWR status through TOPS.

  6. You may apply for the required construction and/or temporary occupancy permits directly from the submitted EWR.
