All first-time public space permit applicants need to register as a TOPS user to establish an account. Just click on "Register" and follow the prompts and instructions. You may register as a home owner, tenant, contractor, business or as an organization, individual or agent. To help you remember your TOPS user name, we suggest using your email address.

Once registered, the system makes it easy for you to log into your account anytime to apply for a permit, edit your application, upload plans electronically, or check the status of your application.

Notice: Distribution of 2023 Commercial Vehicle Annual Tags Begins October 16

Washington, DC – The District Department of Transportation (DDOT) will begin distributing the 2023 Commercial Vehicle Annual Tag Permits on Monday, October 16, 2023. These permits provide commercial vehicles access to streets throughout the District of Columbia. Tags will be mailed to the address of record. DDOT will not accept walk-ins but will provide appointments to applicants who prefer to pick up their tags. Read more.

Streatery Program Permits Extended Through the End of 2024

Washington, DC - The District Department of Transportation (DDOT) is pleased to announce the extension of the temporary Streatery Program permits until December 31, 2024, which includes Parklet and Other Special Event permits. Originally launched as a pilot program in 2020, this program permits food establishments to use parking lanes, travel lanes and alleys for outdoor dining.

Whether you need to occupy metered and unmetered curbside parking, sidewalk, alley or travel lane areas for your activity or construction related work, TOPS will work for you. If you are a developer or are in need of a zoning plan review through the Development Review Branch, TOPS will work for you as well.
